do motorized ( 80cc ) converted bikes need to be taxed, mot’d etc?

ANY motorised vehicle used on the road needs an MOT and road fund license (i.e. road TAX) unless explicitly given a waiver due (such as ‘green’ cars which are not taxed). Its highly unlikely that a modified bicycle will pass an MOT since they are not designed with the test in mind.
Assuming that it passed an MOT then you would need to be at least 17 to ride an 80cc motorcycle (as long as its less than 12hp.) and under the current legislation you would need to pass the CBT before you could use it on the road. You would also then have to pass your full test within 2 yrs or be off the road for a yr.
